Fires in parts of Sumatra and Borneo have cost Indonesia an estimated US$1bn in economic damage so far in 2006, as well as creating a regional haze effecting neighbouring countries.
At the meeting, ministers from Singapore, Malaysia, Thailand and Brunei told their Indonesian counterparts to ratify an Association of Southeast Asian Nations haze treaty before Indonesia could receive funding to help fight the fires.
Indonesia has admitted to only limited success in suppressing fires and called for aid.
A joint statement released after the meeting announced plans for a regional workshop in November to develop solutions to the haze problem.
Indonesian forestry minister Malam Sambat Kaban said more than 75% of fires were in private plantations and farms.
