Figures show 25,600 homes were started during the period, while rolling 12 month statistics show 98,300 starts, 8% lower than the previous comparable 12-month period.
Completions were actually up between June and August, but only by 0.3%, while the rolling 12-month figure shows a 6.5% increase, at 115,200.
Plots under construction currently stand at 129,700, 11.5% lower than this time last year.
